When Heather Mills heard about a Russian woman's horrible train accident four years ago, she pledged to pay for the woman's new artificial legs.

Mills broke that promise and never forked out the promised $20,000.  According to people who raised the money for the woman's new legs, Mills pledged to pay for the legs and procedures on numerous occasions.  They now have concluded that Mills was only interested in good P.R. and photo ops.

This is bad publicity for Mills who already suffers from very low popularity ratings in the United Kingdom.

Mills has an artificial leg herself and recently was awarded millions during her highly publicized divorce to Paul McCartney.
