The Federal government is planning to order all airlines to take fingerprints from foreigners prior to them leaving the United States. 

Critics of this new plan say that it will cost airlines over $2 billion over the next ten years
to get the program up and running.  The airlines also criticize this new plan because it would cause long lines at the check-in counters.

Foreigners' fingerprints are already taken by the Department of Homeland Security when foreigners arrive in the United States.  This is done so that the government can keep track of potential terrorists.
